Dragon Call - No Recharge Time

A very simple mod that simply removes the recharge time on the Call Dragon shout (well, reduces it to 5 seconds), allowing you to call your airborne reptilian friend for help whilst still being able to shout to your heart's content. The reason for this is twofold: Firstly it seemed strange that simply calling the name of a dragon, admittedly quite loudly, should take as much effort as it does to summon up an apocalyptic lightning storm (compared with summoning Durnehviir, where the long shout time is fair enough considering you're shouting across realities and ripping spacetime). Secondly, shortening the recharge time allows you, with Dragonborn installed, to call and subsequently ride Odahviing in the midst of battle, or whenever you please, without having to wait around for ages, or hope that a handy dragon appears - since this was something that would have made sense in the original call dragon mechanic, I think it only fair that it be made feasible.

Depending on your outlook, this is either slightly overpowered, or a pretty fair reward for capturing and befriending a dragon - your choice.
