New Killer Idea: Jacket [Hotline Miami]

Jacket is the famous culprit of the Miami murder spree that left hundreds of Russian mobsters and police officers brutally murdered. He was driven to perform these savage killings by cryptic messages left on his answering machine, donning various animal masks to disguise his true identity as he slaughtered his prey. His training in the military, where he sustained severe injuries in the war against the Soviets, rendered him extremely effective at neutralizing his victims. However, he was eventually taken in by the police after killing a Russian mob boss, and he spent his last moments in jail as his cell was bombed...
...Or so we thought. Seconds before the bombs hit, Jacket was freed from his imprisonment (and his impending doom) by the Entity's gangly claws. Indebted to the Entity, Jacket now serves in his arena of pain, slaying the Survivors instead of Russians.

Jacket - The Man Behind the Mask

Loadout

The Baseball Bat
The Baseball Bat is Jacket's primary weapon, the first weapon he ever killed with outside the army. At first, the brutality of the weapon made him sick, but it quickly became his most used armament.

The Masks
Jacket also employs an arsenal of masks that grant him supernatural powers when he puts them on. Holding M2 allows Jacket to replace the mask he's currently wearing with a new animal mask, gaining a different supernatural ability. (Jacket's mask could stay changed until the ability is used again, including having a given order, but I feel as if the ability would be better employed if the masks were randomly given and temporary, and the ability had a cooldown.) Jacket's masks range from the mask of Brandon, the panther, allowing him to move faster, to the mask of George, the giraffe, increasing his field of view, to the mask of Louie, the chameleon, decreasing his terror radius and making him harder to detect. (These aren't his only masks, merely examples of his selection; it's up to the devs to decide which masks to actually use, i.e. Charlie, the octopus, which could improve lunge range, Earl, the walrus, which could improve resistance to stuns, or Tony, the tiger, which could trigger dying state on successful hits.)

Perks

Mass Hysteria: When you hit a survivor, every other survivor within 12/24/36 meters screams in terror, causing a visual cue that reveals their location. "You really enjoy hurting other people, don't you?" - Richard


Overdose: Your terror radius is increased by 5/10/15%. Whenever a survivor causes a visual cue, their aura is revealed to you for 1/2/3 seconds. "We will find you in the sin fields and slaughter you." - Carl


Ghost Wolf: While in a chase, you can climb over pallets just like a survivor can. You climb over pallets at 50/75/100% speed, but recovery from the stun condition takes 15/30/45% longer. "You're dead meat." - Biker

Addendum

Proposed Mori Animation: Jacket bashes his victim's skull several times.

Possible Customization: Jacket could get different masks, different weapons from the series (such as the pipe, the fire axe, the golf club, etc.) or even Biker's gear.

If Jacket's entrance to DbD heralded the arrival of a new chapter, it would be pretty incredible if the new survivor included would be Biker or The Son. (Might as well get the most out of your licensing, amirite?)

If anyone was wondering: By "visual cue", I mean the black alert explosion you see when someone quick vaults/fails a skill check/etc.

Overdose will reveal the auras of any survivor who quick vaults, quick-hides in a locker, fails a skill check, breaks a hook, is affected by Mass Hysteria, or otherwise reveals their location to the killer via visual cue.
Spies from the Shadows and throwing down a pallet may count the crows or the pallet as the source of the visual cue, respectively; if not, then both of these things merit an aura reveal.

Anyone who would like to compare Mass Hysteria to the Doctor's power: Just because they both say "scream" doesn't mean they're the same thing. I'm not certain the Doctor's power causes survivors to release a visual cue, though I don't have much experience with the killer. Regardless, Mass Hysteria causes the cues in a radius around a hit survivor and in no other situation, and so is unlike the Doctor's power, and might complement it well.

On Ghost Wolf: While it says 50/75/100% speed, this isn't necessarily relative to survivor vaulting speed. 50% speed is 50% of the maximum speed you would reach with the maximum rank of the perk. Most likely, even with maximum rank of Ghost Wolf, a killer would still vault over pallets slower than a survivor, but it would be a faster option than breaking them; it would need to make it at least as strong as Brutal Strength for it to be used at all, though.
Alternatively, the effect could also just increase vaulting speed, and people would probably still use it, so I mean, yeah.

For the people who think Jacket is from Payday 2: He's not. He's from Hotline Miami. It's in the title.

They added basically all the perks from this killer to the game (ghost wolf = legion's power, overdose = I'm All Ears, mass hysteria = Infectious Fright)
However, I'd still love to see Jacket; he'd be particularly easy to implement as cosmetics for Legion.

That might be cool, or you could bring it up in the DBD discord or their forums or something.
It seems they made something very similar to this idea with the most recent killer, Legion, a killer who is "just a guy" and can vault pallets and such; however many of the unique ideas here (namely two of the perks, the general power idea, and the killer itself) would still be very fresh to this game and amazing to see.
