Maybe if I had used other touchpad for those inputs as well, but again - options.
But, as I mentioned, I don't have xbox controller so I can't do a fair comparison. It could go both ways, but steam controller gives you more control in configuration - you can use Crossgate setting to prioritize horizontal and vertical inputs, you can set large deadzone which may mitigate lack of precision, you can even set it so it ignores diagonal inputs - which might make it work for some. I'm pretty sure one could find some other exotic way to make it better.
Admittably I haven't done too much testing with steam touchpad and when I did I wasn't too devoted to the idea, but after trying a moment ago there is some room to make it work rather accurately for Tekken.
One can learn to use the controller, but it may not be ideal - you'll probably need to learn how to use stick and touchpad interchangeably - I like to think that people use specialized sticks because those are better, but without trying Steam Controller we won't know.
I've tried using the touchpad as a touchpad, but to me, it's too reactive. One thing I'd advise is to change the layout in D-pad settings to Crossgate (prioritises horizontal and vertical inputs over diagonal).
One interesting thing I thought of is to play with touchpad, but shift its behaviour on click - one could change it to, say, spam button. I didn't find much success with using touch, so I didn't experiment with it much.
Nevertheless, I feel that touchpad could have some potential. Maybe I'll give it a second chance. It will probably require playing with deadzone to mitigate wrong input. It's less tiring though.
