-Black Spot is from the Piracy tree. It is DLC. I am using DLC skills. No mods.
-Daggers, dual wield & piracy let you get up to the counter cap.
-Magical Law lets you silence the boss & remove debuffs & reset ability cooldowns, which makes it easier to juggle Bankster debuffs.
-Fungal Arts gives you a pet that you can put your debuffs onto, lets you create mushrooms, and lets you reroll mushrooms into better mushrooms.
-With easy ways to control my debuffs & reset cooldowns I could use Bankster as much as I wanted after a certain point. Notably: Fiscal Hedge lets you negate any big damage, if you're not at the counter-attack cap, or can't silence something.
-This is a screenshot from 2012. This was posted nearly 10 years ago. It is entirely possible the game has been patched or updated to make this combo less powerful. I haven't played this game in a hot minute. Also, how did you find a 10 year old screenshot? That's weird. You're weird.

This was on the highest difficulty, without mods!
