Spell Tome: Discount

This mod adds a new spell tome which teaches a new spell called Discount.
The spell makes prices 20% better for 60 seconds.
This is a restoration spell although i thought it would be better if the book was an alteration book.
You can get the tome by either pickpocketing it of Heimskr(the loudmouth in Whiterun) or by taking it off his dead body.
The spell requires the Expert Restoration perk.

Known problems:
It says the spell costs 200 something magicka per second although the spell lasts 60 seconds.
If there are any bugs you encounter, plz comment and i'll try and fix them.
