Hide/Show Hud in game

To enable console cheats you must do the following:

1)Open the file location where the game is located (in most cases it is "C:\Program Files (x86)\Steam\SteamApps\common\game title")
2)Go to players folder
3)Open config with a text-editing program such as Notepad
4)Locate seta monkeytoy "1" and change it to seta monkeytoy "0"
5)Go to the bottom of the text and type in seta thereisacow 1337
6)Press enter and type:

bind F1 "cg_draw2D 0"  
bind F2 "cg_draw2D 1"

7)Save the config file
8)Right click on config, click Properties, and enable Read Only
9)IMPORTANT! Open the game and select a new game or mission select. Do not continue with your current mission.

bind F3 "cg_drawGun 0"   //removes weapon
bind F4 "cg_drawGun 1"   //returns weapon
bind F5 "cg_fov 50"
bind F6 "cg_fov 60"
bind F7 "cg_fov 70"

bind F9 "cg_fov 90"
bind F10 "cg_fov 100"   //changes Field of View 
bind F11 "noclip"   //enables fly mode
bind F12 "notarget"   //enables invisibility

can you please ellaborate on steps 5+6?? its not clear to me how do I do this exactly, and where do I type those commands
