Ornate Amulet of Talos - 50% Time Reduction Between Shouts

Description

Allows you to craft an Ornate Amulet of Talos, an amulet that reduces time between shouts by 50% (original amulet is 20%).

Materials required to craft:
1 Gold Ingot
1 Moonstone Ingot
1 Quicksilver Ingot
1 Amulet of Talos

All ingots are sitting on the ledge at the Skyforge in Whiterun for those who don't want to find them individually. Also, there is an Amulet of Talos laying on the anvil at the Skyforge. So you should find everything you need at the Skyforge.

Shouts tend to be underused beacause of the wait time between them, yet having no recovery time makes them too powerful and too easy, to the detriment of the development of other skills. This is a nice blance, making the shouts useful, but not overwhelming. Nicely done.
