Create a file: steamapps\common\Prey\user.cfg
Add this line: sys_MaxFps = 500
And of course you need to diable V-Sync in Video Options.

Save and play, you can change 500 to whatever you want, just a random placeholder.

If it does not work try to add it in steamapps\common\Prey\system.cfg
or steamapps\common\Prey\GameSDK\game.cfg

Why would you want your max frames to be higher than what its set at by default. By default max framerate is set to 144. getting more than 144 frames will just cause tearing (assuming you have a 144 hz monitor), and if you did want it to be a little more for buffer room then 200 would definately be your max range not 500.
