Note as well that the power multiplication is only done with direct neighbours that are actively fuelled, so everything must be kept in sync using circuit signalling

Even using a timer circuit this should mention setting the stack size on the input inserter. That said, common practice to avoid inserting multiple fuel cells at a time is to have the *output* (spent fuel cells) inserter key off of the steam level instead, and then have the input inserter activate when the output inserter grabs a spent fuel cell, and then set stack size for each to 1. This way both activate at "the same time" and at most once each per nuclear power cycle.
The catch is that this doesn't account for bootstrapping. You either need additional logic for that (e.g. send the spent fuel cell signal to the input inserter if steam is 0) or you need to insert the first set of fuel cells manually.

You could basically use a "+" configuration of 1 empty tile in the centre and 4 nuclear power plants in each direction. Then you add another one of this "+" configuration so that they both touch diagonally. Do that as big as you want and fill out the edges.
Done.
