That being said, some of these karma gate # requirements are wrong, or maybe just outdated? There have been some patches since you first uploaded this, and I wouldn't be surprised if they adjusted some gate values to encourage newer players to go certain routes.
But I referred to locks.txt under 'Rain World/World/Gates' folder to be sure, and got a ref for the region abbreviations elsewhere, so here's the karma gate value changes you should consider updating:
Outskirts -> Drainage System = 4
Drain. -> Subterranean = 4
Shoreline -> Garbage Wastes = 2
Garb. -> Industrial Complex = 2
Shaded Citadel -> Indust. = 1
