Its very easy:
Build the circle first. Make sure its a fully closed circle, and then break 2 blocks at the bottom, build two walls that go down like a tunnel, blocking the water on the right and on the left. Dig all the way down, as deep as possible to let the water inside of the circle base flow down the tunnel you just digged. Once its all out, swim back up and fill in the tunnel, remove both walls at the bottom of your base, and close the bottom 2 blocks of your circle, voila!
