The Galactic Memorial is the tier 3 of the base monument that you unlock when you have the Memorialist civic trait (Sanctuary of Repose), you need one of two things to enable yourself to achieving this objective while pursuing others.
The Javorian Pox relic, and not being Pacifist. Change the Orbital bombardment stance in your policies, and bombard enemy worlds to become tomb worlds.
Class 4 Behemoth, war on Dacha only when you have grown completely, be sure to get the jump drive organ while you bring it up, OR use a quantum catapult to yeet your behemoth at the isolated system. Use Thermoclastic Roar and all 6 or 5 worlds become tomb worlds instantly. You will still need to land armies on them to complete the conquest, after which build the sanctuaries, and upgrade each 2 times, to get this achievement.
Also as a megacorp: use the Relentless Industialists civic
By default you get at most 1 mercenary enclave but you totally don't need to spend the ascension perk to get the two more needed. Also all you need to upgrade the enclaves is the "we want to help you build a bigger fleet" option, the technolgy one doesn't matter. And it has to be done three times for each of the three enclaves, one per year (each, so minimum time to get the achievement is three years). You create an enclave, then the shortest way to get the achievement, is wait for other empires to create mercenary enclaves (because the AI likes a lot to make them) and claim the system where they are stationed at. Then you conquer those system and you become the controller of that enclave, so no asciension perk needed.
get the Deluge Colussus weapon after starting the game as a species with the aquatic trait (you need to invest 1+1 ascension perks for that), the Holy Worlds of the spiritualistic FE have a golden halo around them, the same that consecrated worlds that you can do yourself have, and you spot them because of that. You can also search for them in the bar below since they have recurring names such as Emerald Mausoleum or Pristine Jewel.
A Universe of Paperclips
It's the one you get by completing the cosmogenesis player crisis path, but you have to be a machine intelligence with the civic Obsessional Directive and never fail meeting a quota during your game (easier than it sounds).
You can get Master Crafters as third civic even (just of course dont be any form of hive mind or machine intelligence), works with the mega corp version of the civic perk, you chose the mind over matter ascension perk as your third AP, chose the coucil agenda for mind over matter, and research the tech, then research the special project to breach the shroud and wait for the game to prompt you to form a covenant. Confirm it years later even if you don't like it, since you will be able to reroll it through the shroudwalkers enclave. You get the achievement even by repairing an existing ruined megastructure, you don't need to build one from zero.
All you need to do is to complete the situation of the behemoth crisis, and kill the final boss, you don't need to actually keep eating worlds, except to keep the class 4 behemoth pacified, and you don't have to actually fight other class 4 behemoths in the galaxy.
Smugglers of Hope
You get this through the Espionage Operation "Smuggle Population". Then when you reach the final prompt always select the final option to focus always liberating people of your species. Eventually when you get it done with all the empires in your galaxy, you will smuggle pops where your spieces is enslaved.
I actually know about this, because I didn't get it. You have to be a wilderness hive mind empire, but also you have to do it before cetana. Because she will go cracking worlds of fallen empires, and if she destroys one of the (I think they are 12 or a similar number, because I had 11) hive's worlds, you can't get the achievement anymore. You have to colonize/conquer the hive's worlds, and Terraform them to your species preferred world type. It doesn't matter for it to be the original preference, it just has to be the current preference (can be modified through genetic tech researched). There is a good chance that you don't even have to colonize them, but possibly just own the systems and terraform them, when clicking on the uncolonized world (can be uncolonized through cetana storm, or neutron sweep) selecting the management section and clicking the terraform button.
It's easies if you just split your 100 corvettes fleet in single ships and the throw them all, so at least one, which counts as fleet by itself, reaches the capital system that you need.
The Path not Taken
You need to use the Eager Explorer civic perk. Couple it with the Extremely adaptive trait to make it as easy as it can be.
Kill Gurr
You have to own the cosmic storms DLC, otherwise you don't get this achievement. Have the Gurr anomaly investigated, research the special project in the situation log, and after that chose the option to kill the pet.
