Charlestons encounter triggers at earliest of day 31, around mingolf and medival tines towards the left side of the map.
Troy is also day 31 with his being around the militia hq.
Grant is in the general vicinity of the lower right quadrent of the map, his trigger is... roughly day 20~, i got him before regina but after pricilla mentioned miller stables, merely setting Bens group or austin as your destination should ensure you encounter him.
Pauls trigger radius seems to actually surround splendid, and will happen at day 20~ as well.
Craig and Karen is somewhere between your shelter and the official shelter they flee from, so going straight to it will trigger them, i believe they might be available as early as day 1.
And i think Effrem is just a little north east, and activates on day 31.
Those are random and you automatically will encounter them after a certain amount of days.

Sorry I do not know all the dates for the last chance meet. Best you recruit everyone ASAP. Most are easy to recruit and have no enemy which means you can use a Horse + Priscilla and a high-Surivival team (everyone greater than +4 Survival) to reach them fast.
