Have you even wondered what it would be like to have no cooldown on your shouts, allowing you to use them as fast as you can speak? Probably not, but here's a guide that helps you do that anyways!

Some quick info
So before we start i'm just gonna give you a heads up. This entire build is based on an exploit, and is in no way possible without it. If you do not want to use exploits, this build is impossible.

If you're ok with exploits however, follow all the steps below and you'll get 100% cooldown reduction on all your shouts.

If you just want this straight away and don't feel like going through all the steps, i've added the console commands for everything at the end of the article, including how to get the Greybeard outfit for ultimate lore-friendliness.
What you need and where to get it
So in order to get going there are a few specific things you need. All of these are pretty easy to get, and any experienced player should have no trouble finding all of it without help. If that's the case you can just skip ahead to the next part, which is the exploit needed for this to work. If not, here's how to get it all:

Beast Form
The ability to turn into a werewolf is a gift given by the companions in Whiterun. You can join the companions in Jorrvaskr (the big flipped boat in Whiterun). Head down to the companions holdout and speak to Kodlak. After joining them you must speak to either Aela, Skjor, Farkas or Vilkas and ask for a quest. When you've finished one of their quests you'll be invited to a main quest, where you'll witness their ability to turn into a werewolf. After doing one more quest after that one, you'll be invited to meet Aela ans Skjor by the underforge (under the Skyforge) after sundown. Here you'll recieve the Beast Form ability and no longer need any involvement with the companions (unless you want to)

Amulet of Talos (5)
Amulets of Talos can be found all over the place. The easiest way to find them is by picking them off dead guards (the civil war questline will give you quite a lot of dead guards to pick from), or from the many merchants all over skyrim. The shop "Bits and Pieces" in Solitude will often sell up to 4 amulets of any variety at a time. If you don't feel like searching all of skyrim for amulets you can either wait 48 hours for the merchant to refresh her stock, or use the merchant exploit (save the game, kill the merchant, load the save. The merchant will now have restocked) untill you have enough amulets

NOTE: If you pick an amulet of talos of Roggvir (the guy getting executed the first time you enter solitude) all your amulets of Talos will be marked as quest items. In order to make this build work, your amulets need to be tradeable, which they aren't if they're quest items. In order to change this, speak to Svari (she can be found playing with other kids in Solitude) and tell her you're sorry about her uncle. Finish the quest that follows and your amulets will no longer be quest items

A follower
This one is probably the easiest, as followers can be found almost anywhere. The easiest follower to get in this case is probably Lydia, as she is assigned to you after you slay the dragon outside Whiterun (which you have to do in order for dragons to spawn). If you don't want to use her there are plenty of others to choose from

Shouts
Shouts are mainly found in the many caves in skyrim, in the form of word walls. I would recomend just exploring and doing quests to find these, but if you want the location of them all here you go[elderscrolls.wikia.com]
Removing shout cooldown
When you have everything listed above you're almost good to go, only one step left. You need to equip all 5 amulets at once for a total of 100% cooldown reduction on your shouts. here's how:

Give all the amulets to your follower and bring him/her/it somewhere quiet so people wont attack you. Look at him with the Beast Form ability ready to be used, then activate the ability and start talking to your follower simultaneously. the best wat to do this is pressing the button to talk to him first (usually E) and then active the ability as fast as you can. this might take a couple of tries

Once you manage this, and you're in the talking menu as a werewolf, open your followers inventory and find the amulets. Hold shift and then click on them to equip from your followers menu. It is important that you equip one at a time, otherwise this won't work.

And that's it!
Return to your human form and you should now have 100% reduction on all your shout timers. have fun!
Cheats and Shortcuts (console commands)
If you don't feel like doing all the steps, or you want the greybeard outfit, an exploit is not enough. This section will take you through all the conosle commands you can use in order to skip some steps or add some items.

Skipping the entire guide
If you want to get the shout cooldown to zero with as little effort as possible use the command
Player.Setav Shoutrecoverymult 0
Keep in mind that this command must be reused every time you load a gamefile (relaunching the game and dying included)

The Greybeard Outfit
First you need to add the different parts to your inventory.
Commands:
Hood Player.Additem 00036A45 1
Robe Player.Additem 00036A44 1
Boots Player.Additem 00036A46 1

The items will now be in your inventory, but they are invisible. in order to equip them, use the same commands, but replace Additem with Equipitem.

Beast form
Use the command
Setstage C03 10
The quest where you become a werewolf will now automatically start

Amulets
Use the command
Player.Additem 000CC864 5
you now have the 5 amulets you need

Follower
No real shortcuts here
Alteratively if you have someone you know can follow you, but don't because you need to do a quest. You can either finish the quest with the command Completequest <ID> (google the quest ID), or make them like you by using the command Setrelationshiprank <ID> 4 (press the target while in the console to get their ID)

Notes
The exploit seems to be fixed in some unofficial patches, i can not confirm it however, as i've only gotten one report of it.

To completely reduce shout cooldown to instant recovery, place this in the console:

player.setav shoutrecoverymult 0

Replacing the 0 with 1 brings the cooldown back. Increasing it to 2...3....4...5 etc makes it even longer.

you can add beast form by typeing
help "beast form"
player.addspell [spell id]
the help command can be used to find the id of almost anything remember the quotes

A bit late but

The stated ID for the Amulet of Talos is wrong.
It should be saying
player.additem 000cc846 5 (not case sensitive)

Also as other comments mentions the three zeroes are unnecessary
So player.additem cc846 (quantity) also works

Silent Casting from the Illusion perk tree also makes all your shouts quiet.

You can use player.forceav instead of player.setav to make the cooldown reduction permanent.

Quick tip, when using console commands, you don't need to put in the first 0's, just start at the first letter or number that isn't a 0. Instead of 000CC864, you can just input CC864. This is because of it being a hexadecimal numbering system.
