To clarify, there are two ways to repair a SABOTAGEd building. You can either place a die/worker on the token (flipping it) during the day shift and then discard the token at the end of the night shift OR you can play Repair and flip the token without needing a worker, which also gets discarded at the end of the night shift.
What I need to repair SABOTAGE building in fact?
We'll have to clarify the wording for the Lighthouse in the rules. All Artifact type buildings are worth victory points as soon as you build them. So if you have 14 VP and you build Lighthouse, you will have 15 VP.
And yes, it's possible for more than one person to reach 15+ VP on the same turn. In that case, the player with the most VP wins.
