Everything what you need is a Armored Transport (DLC), ONLY. You don't need friends to help you or any addictional DLC!

Let's start then!

Before we start remember to equip your The 42nd mask. After that launch The Basics 2, Loud. Complete Day first move to the day 2. Second Day starts when our Van hits car, because of that our friend goes to the custody.
Everything what we can do now is follow steps to the moment when we trade hostage.

After this we reset day and we repeat steps until we get our achievement! It will take less than 10 minutues!

If you are here that means you want to skip some time. And what is better than skipping some time? Skipping more time! With this little trick found by Jornam you can save additional ~40 seconds with every restart!

you can just try offshore payday from the map menu. you probably have a lot of money so it shouldn't be a problem.

What Jornam said. If you dom one of the two cops nearby on day 2 before the assault starts you can trade him away immediately without having to bring the civi into the back, and it counts. Took me only 1-2 minutes to finish my achievement

While following this guide I found a faster way. I dominated one of the two cops at the start and traded them right there and then. Apparently that counts, even though the achievement says civilians. It saves about 40 seconds per iteration, but still.
