The ring can be purchased in Riften from Madesi, the fine Argonian craftsman in the market.
Just equip the ring and stroll out onto the water. to swim again remove the ring.

If you are experiencing a problem where you start sinking into the water, you need to install skyrim beta. to do that, go into steam->settings and select skyrim from the drop down bar.
