Download from http://nemesis.thewavelength.net/
Once downloaded, navigate to the workshop folder and locate this addon. Open the .vpk with GCF Scape.
Read the .txt file for more instructions.

Could you try extracting from the game itself? You can just get pirated version, and raid their files for it.

Can you try and change the background (no intro) with the main menu background from Singularity (not start screen, actuall main menu)?
