Introduction

Hi all!

The Richter Build is based around Richter (duh), Hotline Miami's most beloved rat!

Donning his mask in-game grants you the ability to start with a Silenced Uzi, a powerful tool used by him to swiftly clean up entire buildings full of those pesky russian mobsters (Commissar not including, he outsmarted us yet again.)

Using this build, those same characteristics are now ported into the PayDay world, so now without more delay and ramblings strap onto your belts, put on your rubber masks and prepare for lunch!

Overview
Skills - Mastermind

The skill distribution here grants you the ability to help teammates up with your Inspire skill while still being health-sustainable yourself with the aid of maxed out First Aid Kits.

The Sharpshooter skills are there for a little extra Stability and in the case you need a little more range to hit an enemy (In example, a Sniper) you would just need to toggle to Single-Shot on your primary.
Skills - Enforcer

Underdog Aced is there just for the sake of a little more survivability when surrounded by enemies.

Resilience Aced is there to both improve your armor recovery rate and to reduce the effect of flashbangs by 75%, a skill very useful on Death Wish.

Given that the maximum dodge you can get now it's only by running, taking Die Hard basic should help you to survive completing an objective while under fire.

Due to the lack of an "Utility Weapon" in this build, I aced Shock and Awe to give you the ability to knock back Shields with a single melee strike. The armor regen from its basic version it's a nice plus too.

Bullseye basic is there because it's a life saver for Ex-President users. The 5 armor it gives you might seem like nothing, but when your armor breaks and your life-bar is ready to be refilled you just have to score a headshot in a nearby enemy to activate the regeneration.
Skills - Technician

Steady Grip Aced is taken for added accuracy and stability (much needed when spraying the Uzi)

Fire Control and Lock n' Load are great choices for when you need to hip-fire while run and gunning your way into cops.

Taking into account that the primary weapon in this build it's the Uzi, Sure Fire Aced it's a good choice given that the basic version grants 15 more bullets into the magazine and the aced version grants armor penetration, meaning that you can score body shots more easily.

This in turn synergizes very well with the last skill of the Technician part, Body Expertise. Although you could move some points around and be able to acquire the aced version, I think that the raw rate of fire of the Uzi should compensate for that percentage.


Skills - Ghost

Now onto the sneaky beaky part.

Duck and Cover Aced, as obvious, it's there to grant you more dodge while running.

Parkour Aced grants you the old Kilmer capability of running while reloading, something not that essential but very useful to get you out of tight situations.

Inner Pockets Aced grants more concealment and the ability to reach the last tier of the subtree.

Sneaky B*stard in its basic version it's enough for this build taking into consideration that we are using weapons with fairly good concealment.

Second Wind it's taken mostly just to unlock the subtree, but either way it's bonus to your speed can help you to run for cover while you wait for your armor (and health) to come back.

Now one of the main aspects of Richter's Uzi it's that it has a silencer on it, because of that I took all of the silencer skills in their aced version.

Optical Illusions to grant the silenced weapons more concealment.

The Professional for added stability, accuracy and aiming speed.

Specialized Killing to help the weapons reach and surpass damage breakpoints.

And last but not least, Low Blow basic it's all we need considering we got maximum concealment and an automatic weapon. Let those crits come!
Skills - Fugitive

No use for Fugitive this time.
Perk Deck

Although other dodge perk decks should work with this build, I prefer to use Ex-President for it's health regen which makes you less dependable from your First Aid Kits.
Armor - Suit

More dodge.

Nuff said.
Weapons - Primary
Although you could use any other concealable weapon as a primary, I recommend you these three options that compliment the Uzi in different scenarios.

The Marksman Option - Cavity 9mm


Excellent weapon for larger maps in which you will need to hit enemies from longer distances, trading auto-fire capability for maximum accuracy and good stability. Also, the default sights makes scoring headshots an easier task.

  • Compact Laser Module
  • No sights












The Spray and Pray Option - Valkyria Rifle


You want more firepower you say? Well look no further! Sokol's got us covered with this excellent weapon for room clearing and bullet hosin. The rate of fire it's very good, trading accuracy for maximum stability and concealment. Also, the fact that it's suppressed by default it's quite nice too.

  • Solid Stock














The General Purpose Option - AK5 Rifle


A nice middle ground between the other two options, you can use it either as an auto rifle with controlled bursts or switch its mode to semi-auto and take more accurate shots.

  • Belgian Heat Handguard
  • Compact Laser Module
  • Vintage Mag.

  • Caesar Stock
Weapons - Secondary
Richter's Uzi


Based upon Hotline Miami's look (and optimized for maximum stats and concealment) the modifications used in this Uzi are:
  • Silent Death Suppressor
  • Whatever boost you want
  • Auto Fire
  • Tactical Foregrip
  • Compact Laser Module
  • No sights
  • Folded Stock

Weapons - Melee
The Buzzer


Yeah, you can roll with other options such as the Ice Pick or The Pounder, but I like to be able to stun Cloakers and watch them dance. Oh and also comes in handy when dominating cops and interrupting enemies for a nice headshot. The free alternative to this would be the Electric Brass Knuckles.
Weapons - Throwable
HEF Grenade


Again, you could use anything else but this is my preference as it can clear rooms, deal with packs of Shields and stun Dozers.
Final Words
So there you have it, a nice little build to cosplay as Richter while still being a badass and useful to your team :D I hope you enjoyed this build and any recommendations or observations are appreciated.

@Ü Thanks for the suggestion! I'm not aware of the current stats this build can offer (been off Payday for like 2 months) but I guess it sounds like a solid idea :)
I chose the Uzi because well, the game explicitly says it's an Uzi :P

Hey PaPaJacket you could use in this build the Mark 10 with bigger the better supresor +1 concealment too it has better stats and fits the build better too since richet gets a 1 handed small uzi like thing with a suppresor

You could try using a concealment oriented CAR-4 or the Clarion :)
