Steps To Prepare:

• 1. Raise your fishing level - to level 10.
  2. Buy the best rod, iridium.
  3. Learn how to make takle.
  4. Catch all the other legendary fish.
  5. Wait until spring during a rainy day.

If you want to catch all the fish in the game and get the achievement, you are going to have to catch the illusive 'Legend' fish. It is described in a book you'll find for the library. Read the book.
Once you have taken the steps above, you will be ready to catch your fish!
In the beginning of spring make sure you have some Dish 'O the Sea made. They are highly recommended to increase your bar. You also want to have a bobber. I used the cork bobber. Another favorite is the trap bobber. The book says when and where to go to catch the fish- around the submerged log in the lake by the mountains during a spring rain.
If you have seen the 6 heart scene with Abigail you have already gotten a clue something is there.

Cast off from the location shown in the picture below and be READY. You will also need a little luck that the fish doesn't do crazy up-and-down moves before you can get a bit up the graph. Be patient. It took two rainy days for me to finally land the thing. Good luck.

You don't have to catch the other legendary fish first. I'm in spring year 2 and only caught the glacierfish. The Legend showed up as the 2nd bite. I'm fishing level 9 and ate a Dish O' The Sea, so level 12 in total.

It is random. Can be much easier, or impossible on a hook.

Thanks for the guide! Got it on my first try with level 8 fishing skill (Iridium rod w/ Trap Bobber) and a dish of the sea. IMO it was the easiest Legendary fish.
