unlocking + b skin unlock
alright if you're new to the game and don't know much, this guide's very spoiler heavy and i'm not putting any more warnings

Rebel is unlocked by killing throne II and looping past the campfire. In order to loop, go to 7_3 and after the throne fight begins, destroy all 4 large generators in that level. Doing that will not only garuntee a loop after you kill the throne, but will also half the throne's health. After killing the throne, you're taken to the campfire, the starting area. IDPD will spawn and after killing them Throne II will spawn and will try to kill you. Upon defeating THAT boss and going into the portal, you unlock rebel. b skin spoilers ahead blblblblbl.

The B skin for rebel is unlocked by killing Mom (or ballmum, or ballguy momma, or whatever, official name is just "Mom") in the sewers. She's a loop boss, so you'll only encounter her on loops.

B skin looks kinda cool, instead of rebel's staple scarf she's got a blue parka. When she's in the frozen city, the hood goes up. Doesn't change the look of allies, they still have the scarf.

Abilities and basic gameplay
Rebel's passive is that she gains health in between levels, recovering 50% of your health each portal. It's very useful, but really shines when you have rhino skin and are regenerating more.

Rebel's active is that she summons an ally to fight for you. The allies have 12 health base, shoot 3 damage circular bullets, are pretty fast, and are dumb as a rock. After a few seconds, allies start to bleed out loosing 1 health/second, dying after 20. Their health can be replenished by summoning another one, that also sets back their bleed time. They attempt to follow you, but most of the time they get stuck behind walls and other things. They phase through props and make good meat shields, but since they try to follow you they'll often use you as a meat shield. The first ally takes 1 health to summon, but the rest cost 2 health. If all your allies die and you summon another ally, it'll take 1hp. The throne butt for rebel increases the ally fire rate to make them into unstoppable bullet hoses, often making a storm of undodgeable bullets for the enemies. Upon death from bleed out, normally, a portal appearing, anything, they die, leaving behind 5 rads and a 10% chance for a pickup (including a medkit). They do not aggro enemies, meaning they won't attack your allies, and allies often won't get hit at all unless it's by a stray bullet. They take about a second to spawn in even after you right click.

For rebel in general, i'd say the best strategy is just to summon many if you're in a sticky spot. Try as hard as you can to let your health stay above 3, that's enough to die from an enemy bullet. If it's lower than that, you're extremely likely to die in 1 hit. Summoning allies when you're in trouble might not seem good, especially because it drains your health, but they make for good cover and just general ability to kill enemies. Since they don't aggro anything, they could stick out of cover and shoot enemies with no problem.
mutations, the key components
Since rebel's main mechanic is based around health, you'll need all the health-based mutations you can get.

#1 health mutation: Rhino skin. Works perfectly with rebel's passive, and allows for more allies to spawn before she needs to heal. Also works really great with second stomach.

#2/3 health mutation: Rabbit's paw. Often, rabbit's paw is better than second stomach because what's the use of getting more health per pack if you're getting only a few health packs? Works great with second stomach though, because you're constantly getting 4 hp health packs allowing you to have a mob of allies with you at all times.

#2/3 health mutation: Second stomach. Double health per pack. Rabbit's paw reflects most of what i could say here.

#4 health mutation: Bloodlust. Could be higher on the list, but since it's only a 11.1% chance per kill, and it only heals one health, it's down here. Is definitely a good contributor, especially when allies are killing things and getting health faster than you can summon, but sometimes it just doesn't pull through.

general mutations:

Stress, bless. Weapon cooldowns do not exist with this mutation.

Boiling veins: whenever you're low on health, you're always immune to fire and explosions. Which is, most of the time.

Sharp teeth: Every time you summon an ally, every enemy on the screen takes 2 for the first ally or 4 for any others. Works good with loops or "if there's nothing else..." scenarios on the mutation screen.

Plutonium hunger: No need to run out into bullet hell and get yourself killed. Just grab the ammo/health and go back behind cover.

Throne butt: already explained in abilities section.

ultra mutations

Personal Guard: spawn with 2 allies every level, all allies have 30 hp. It's okay, but riot often times is a much better choice.

Riot: spawn 2 allies with every click, every ally costs 2hp (not each, just per-spawn). This mutation is obviously the better one, as it makes your spawn rate for allies go way up, making you usually have 10+ allies at a time.
conclusion
took most information from wikipedia, i think that's where the image is from as well. that, or it's a promo image from justin chan.

hope you liked it, as stated in the guide description this is by the same guy who made the gun god guide. had a horror guide in the making but then got generally bored of the character so didn't want to do more "personal research" (aka throning with him until i ultra and loop and then just experiment)

also have you seen the porn for this character? jesus christ it's through the ♥♥♥♥♥♥♥ roof. just go on rule34.paheal.net and you'll see what i mean
