And to answer your 2nd question, if you load a save file and face Ninjas, then that save file going forward will have Ninjas possibly spawn in the Veldt. If you load another save file that doesn't have Ninjas encountered yet, then they won't load until you inevitably do so.
One question; if I load an earlier save file in order to battle, for example, Ninjas on the Floating Continent, will they show up on the Veldt in a different, later save file?
Just remember you may need the Sniper's Eye in some scenarios and some enemies like the superbosses have the armor to shrug off standard Catscratch strikes, which is why you use Rock Slide.
