The answer is, that the modder /creator of this airship is one 'Jeff Groves' who at the time, had his dog pass away, So the dog model in the ship is a little memoral/Homage. Thats all,

the dog could sniff out the location of a submarine but getting the dog back in after they let it out was a problem
