The Corruption of The Census and Excise

The Census and Excise - The first faction that you encounter in Morrowind wears a shrouded mask that gives the impression of modest insignifance and general non-importance - but this is what they want you to think, for all it not as it seems.

This small faction that deals with the collecting and counting of the Empire's taxes has a much darker and corrupt side to it than first meets the eye of the new and old Neveraine alike. I will be expanding on this theory below.

The Murder of the Taxman

Brief Summary: The above link leads to a guide debating whether or not a Census and Excise taxman was slimming off the taxs of Seyda Neen, and whether or not Foryn Gilnith was a murderer or martyr.

Additional Notes: The ring of the taxman has a worth of 240 drakes, and it was claimed that he 'was always showing off his jewels', and despite the importance of the collection of the Emperors taxes, the Census and Excise is a remarkably small faction to be allocated enough money for the taxmen to earn such a wage to keep affording jewels......

Unless......
Hypocritical?
I will argue that the Census and Excise, like the Fighter's Guild and House Hlaalu, are in fact hypocrites, due to the fact that they are registered by the Empire and that they adcovat their views, just the same Census and Excise is breaking Imperial Law or are corrupt!

In the warehouse oppisite the door were you enter the world after character creation, you will find multiple bottles of skooma and grams of moon sugar - the trade and possession of both are prohibited by Imperial Law.

Two equally damaging explainations of how they aquired these contraband follow as such:

1) The Census and Excise are accepting bribes and kickbacks, and are storing it to potentially sell it down the drug chain.

OR

2) The Census and Excise are part of a larger drug trafficking circle

Both of these ideas are deeply unsettling

drugs are obviously confiscated. nevertheless your view reminds me of the USA importing Drugs by military Planes into America, Coca and Heroin, in order to create a class of people who work as slaves in privately owned Jails. :NATO:

The jewelry they are talking about is the ring his girlfriend from the lighthouse gave him. All confiscated items are stored at the nearest fort, goverment office.

As a person who plays every Elder Scrolls game billions of times, I seem to remember a dialogue line of the Taxman saying the ring was a gift?

Perhaps the skooma/moon sugar were confiscated goods. What else were they going to do with the skooma, smoke it?

I wondered the same thing myself when I snuck into the warehouse once. Also, once I snuck into the basement of Arrille's Tradehouse and found one quantity of moonsugar. That's very ironic considering he doesn't even buy such things.

Arcaian - The Census and Excise deals in tax collection, and if they do advocat the Imperial Law, they should have destroyed it, not put it in the warehouse

They might have simply taken the drugs in an arrest.
