It is working properly on higher difficulties for me. With 0 food in inventory the food costs are cheap for all 3 difficulties.
I don't have the game installed anymore, but if I remember right the smalllest exponent you can set is 0.10 which means every additional food you purchase costs (base value)^modifier, I can only set the modifier value. I hope that explains it better than my previous snippy comment at someone ordering me to fix something I cannot :)
