In this guide I shall explain to the reader, so long as they aren't one of those foul beastfolk an Argonian or a Khajiit, how to obtain the "Boots of Blinding Speed" and resist the blinding effect.

Obtaining The Boots of Blinding Speed
The Boots of Blinding Speed can be found on Pemenie, a Redguard rogue trader found North West of Caldera. Either complete her escort quest or kill her to obtain the boots.


Note that the people of Vvardenfell do not craft footwear that can accommodate the slave races Argonians or the Khajiit, these boots are no exception.
Resisting The Blindness
Seyda Neen:
  • Go to Arrille's Tradehouse.

  • Purchase a "Restist Magicka" spell from Arrille.

  • Take the Silt Strider from Seyda Neen to Balmora.

    Note: To those new to Morrowind, the Silt Strider is the giant arthropod making frequent wailing noises.

Balmora:
  • Go to the Mages Guild.

  • Find Estirdalin, a guild spellmaker.

  • Now you are going to create a powerful "Resist Magicka" spell, but first consult the chart below to see just how weak your race is.

  • To resist the blinding effect you will need to have 100 magicka resistance when equipping the boots. Casting your custom magicka resistance spell for 1 second on self, opening your inventory and equipping the boots will leave you with +200 speed and no ill effects.

  • However, if you have a feeble mind and find yourself unable to cast the resist magicka spell, Sharn gra-Muzgob is a guild mage that offers restoration training, 15 restoration should be plenty for most races (~976 Gold).

  • Altmer on the other hand will need around 24 restoration (~2,694 Gold) and are best off make 2 spells. The first spell giving 50 magicka resistance for around 3 seconds, and a second spell that gives 100 magicka resistance for around 1 second. Quickly cast both and then equip the boots.

  • Well done, you have now made up for your sluggish speed and poor resistance to a pair of leather boots.
Additional Tips
Default Movement Speed
To set running as the default movement speed, open morrowind.ini from your Morrowind directory, then under [General] add the line: "Always Run=1".

Travel map from UESP:

Consider learning the following spells:
  • Almsivi Intervention - teleports you to the nearest Tribunal temple
  • Divine Intervention - teleports you to the nearest filthy n'wah Imperial shrine
  • Mark - marks current location for use with recall
  • Recall - teleports you to marked location
  • Levitate
  • Water Walking
  • Jump

Final Notes:
Join the guilds and take their free stuff, and if you drink enough sujamma you can kill anyone.

Nice guide! Being an Orc or Breton, and/or wearing a Cuirass of the Saviours Hide, also provides permanent magic resistance for the purpose of resisting blindness.

I personally liked the jumping route, and is what I did when I made an Argonian ( which went on to become my favourite character heh).

If you're a Khajiit (or Argonian like me) there are other alternatives.
You can enchant equipment with the "Jump" Alteration spell and have it last one second, just long enough to let you jump. If your Acrobatics is good enough you can survive leaping great distances. Combine that with healing potions or enchantments, and you've got an excellent way to bypass mountainous terrain.

They tried to even it out by making the beast races a little faster but it didnt work out well in my opinion.

Beasts (Argonians and Khajjit) only can't have footwear because they have a different foot/paw. In blackmarsh and elsewere they focus on making footwear for their races. Here in morrowind, they don't because it is the homeland of the Dunmer.

Are you saying that orcs and cats can't wear boots? :0
