This is a known glitch, it gets worse the faster your system is. On pentium II/ first get PIII's and Nvidia TNT2/ ATI Rage II it's hard to do but can be done. The Sim's engine is just a updated version of Jane's IAF, which was meant to run at 30fps, you can use rivastastics to limit the frame rate.

Okay, no biggie then. When flying the F-22 at maximum speed (in afterburner mode) I rarely exceed 600 mph. Anyways if you're interested with Superpro or the TacklebberyHQuality terrain mod, just let me know.

This video is played on a copy that I bought online. The only changes I've made to it after installing it is adding the 1.02F patch, Tackleberry's Patch, and the Windows XP UI Fix; no SuperPro or anything like that. Overall, I really don't consider this an issue but rather some unusual exploit.

Hi, sorry i didn't get in touch with you before. Got a lot on my plate those past months.

I've just tried the F-22 in quick mission mode and so far I got no such issue as the one you're encountering. Are you using the vanilla Jane's USAF (including Tacklebbery patch, obviously) or did this happen with SuperPro 9.2 ?
I run the sim with SuperPro which implements modified flightmodels among many other changes. If need be I can try to help. I've got files and patches safely stored on my dropbox.
