You can't really plan to get Rhino Skin since it's tied to RNG, though, since you get it at the end, the chance for it to drop is kinda high since you get 12 chances for it to get rolled in. (12 rolls out of the remaining 20/19 remaining mutations you didn't pick, so it's prob higher than 50%). However, similarly to CoL, it is still tied to RNG, and is not as consistent and devastating than Brain Capacity, which will allow you to just clear entire stages safely.
Crown of Luck has been changed since I made this guide (hence none of the crowns have their icons), the new Crown of Luck could potentially be useful, but its effect is tied to RNG, so you can't always rely on it (specially because some bosses are not spawned when the level generates). Also the half health makes Rad Canisters have a 50% chance to become medkits, which it's just basically useless, and can be detrimental early on (you lose mutations). However, that being said, Melting makes the downside on it trivial, unless you have Rhino Skin.
YOU CAN KEEL RAD DOGGOS WITH A SCREWDRIVER NOW
the B ultra halves his current hp. if he has rhino skin, he gets 3 from 6, if he has 2, he gets 1, and if he has 1, he gets 0.5, which is then rounded up
