The Jack Of All Trades Build

This guide is for a build with high versatility, that excels in most situations and can be used with a large set of weapons, it is an excellent team build.

Introduction
This is a build that I have been using for a very long time, it has been used from infamy 5-25, so I have a lot of experience with it. I like this build as it can be used with lots of different weapons, and can be made into lots of different variants. This build is optimal on Overkill and below, however, it can be used on Death Wish.
The Skills
Mastermind
As you can see, this build uses most of it's points in the Mastermind tree, simply because the Mastermind tree contains many of the best skills in the game.
Cable guy ace: This skill is useful as it gives 4 more cable ties and the ability to tie civs faster.
Endurance ace: An excellent team skill and a must have, extra stamina will allow you to sprint for longer.
Leadership ace: Filler skill.
Control freak ace: The basic version of this skill is useful is heists such as GO bank, and the ace version is useful for the buying of inside man assets.
Spotter basic: 15% more damage to enemies marked by you, not much else to be said.
Dominator basic: Useful for taking a cop hostage in the event of a teammate going into custody.
Combat medic basic: Damage bonus from reviving a teammate, works well with inspire.
Combat Doctor ace: Aced meds will be our primary choice of equipment.
Kilmer basic: Faster reload with assault rifles and sniper rifles, useful for our weapons choices.
Inspire ace: Shout to revive teammates through walls or floors, easily one of the best skills in the game.

Enforcer
Transporter ace: A must have skill, moving faster with bags and throwing them further helps when carrying heavy loot such as gold or weapons.
Underdog ace: Mainly being used a filler skill, however makes you do more damage and take less damage when surrounded.
Die Hard basic: Very useful skill, allows you to shoot your primary in bleedout.
Stun Resistance ace: Flashbang effect reduced, not much else to be said.
Shotgun impact: Must have skill for shotgun users.
Tough Guy basic: Filler skill.
Shotgun CQB basic: Reloading shotguns faster is a must have.
Ammunition specialist basic: Filler skill, however is also useful as we will be including a saw in this build.
Fully loaded basic: Gives the player extra start out ammo and the ability to carry more ammo.
Portable Saw basic: Unlocks the saw for our use.

Technician
Rifleman basic: Allows you to scope in faster with ARs and sniper rifles, very useful.
Nerves of steel ace: Filler skill, but is also useful and works well with die hard.
Hardware expert ace: Fixing the drill faster and chance to auto restart are very useful.
Drill sergeant ace: Cuts drilling time, your team will thank you for this.

Ghost
Sprinter ace: Must have skill, increases sprint speed and dodge chance.
Cat burglar basic: Reduced fall damage, not much else to be said.
Fast hands ace: Bagging bags faster is useful considering how many bags there are in this game.
Chameleon basic: Increases concealment while in casing mode.
Cleaner basic: more damage to special enemies.
Shinobi basic: Again, increases movement speed.

Fugitive
Hidden blade ace: Filler skill of choice for this build, helps with concealment and stealth.
Duck And Cover ace: Again, more dodge chance is essential for this build.
Run And gun basic: Increases movement speed.

Perk Deck
The Rogue perk deck is the deck of choice for this build as it provides lots of dodge and has other useful perks such as being targeted less and having a 25% chance to pierce enemy armour.

If you want to use armour you can use the Crook perk deck and swap Hidden Blade ace for Thick Skin ace.

Notice that I was able to duplicate it with just MM and Enforcer infamy. Also, if someone wants a build that relies more on armor, less on dodge, they can take out the "Run and Gun" and aced "Duck and Cover", and that will grant enough points to unlock "Iron Man" in Enforcer.

1. Investing more skills in Fugitive for more damage and durability is counter-intuitive. Low Blow and Sneaky would mean you will have to mod your guns for concealment over damage, and rely on crits. Also that many points would take away from other trees.
2. Being a Jack of All Trades, you want both ammo and med bags to compliment whatever the rest of your team brings, rather than be stuck with one or the other.
Car-4 and Loco are incredibly ammo efficient, even on DW they do fine on only pickups. The pick up on the GL-40 is between x.0 and x.5, so you don't pick up 1 per kill as you said.
3. You said not to specialise and to get one long range and one short range, yet the build consists of a shotgun which has an ideal range of <8m, hence short range, and an assault rifle with perfect accuracy that can kill enemies from great ranges. Loco is one of the best secondaries in the game, so I don't know how you can say to get 'better guns' when someone has that.
