Notice that I was able to duplicate it with just MM and Enforcer infamy. Also, if someone wants a build that relies more on armor, less on dodge, they can take out the "Run and Gun" and aced "Duck and Cover", and that will grant enough points to unlock "Iron Man" in Enforcer.
1. Investing more skills in Fugitive for more damage and durability is counter-intuitive. Low Blow and Sneaky would mean you will have to mod your guns for concealment over damage, and rely on crits. Also that many points would take away from other trees.
2. Being a Jack of All Trades, you want both ammo and med bags to compliment whatever the rest of your team brings, rather than be stuck with one or the other.
Car-4 and Loco are incredibly ammo efficient, even on DW they do fine on only pickups. The pick up on the GL-40 is between x.0 and x.5, so you don't pick up 1 per kill as you said.
3. You said not to specialise and to get one long range and one short range, yet the build consists of a shotgun which has an ideal range of <8m, hence short range, and an assault rifle with perfect accuracy that can kill enemies from great ranges. Loco is one of the best secondaries in the game, so I don't know how you can say to get 'better guns' when someone has that.
