How to fix Encounter Rate, Frame rate and Stuttering

Problem: Your encounter rate is too damn high. You can get 10+ encounters per square.

Rationale: Modern hardware is too fast. Fallout Tactics seems to be dependent on frame rate to calculate encounter rate.

Solution:
1)Download and install dxtory:

2)Run FTactics. Run dxtory (Trial is OK).
If FTactics is full screen, In dxtory you should have at the top "Profile: BOS_HR.exe"

Next, go to "Advanced" tab. On the lower left side you should see: "Other option", Tick the checkbox "Limit Video FPS" and set it to 30 FPS.

Now your encounter rate should be much more manageable.

An alternative (but temporary) solution without the use of 3rd party software:
1)Save on the World Map.
2)Exit the game.
3)Launch the game and load your save.

Encounter rate should be low UNTIL you actually enter a map. This method is obviously not ideal since restarting the game is very annoying.

UPDATE: If your game has performance issues - it stutters when it tries to draw the environment, particularly the green goo, then go to "Display" -> Untick "Anti-Aliased Tiles"

UPDATE 2, 11 Apr 2017: If you experience weird noise, this maybe due to high FPS, if you lower it per this guide it should fix it.

For those dxtory doesn't work, try dxwnd and set directx(2) Vsync ON. Finally i can play the game now.
