Introduction
Since June 2nd you are now able to request refunds for an almost every purchase you make on Steam. In this guide I'll cover as many aspects of Steam Refunds Update as possible.

Refunds Policy
The Steam refund offer, within two weeks of purchase and with less than two hours of playtime, applies to games and software applications on the Steam store. Here is an overview of how refunds work with other types of purchases.

You are eligible to make a refund on an almost every single purchase you make on Steam, however there are some staff you should bear in mind.

Refunds were designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to Valve that you are abusing refunds, they may stop offering them to you. It is okay however to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

In which cases I may request a refund?
You may request a refund for:
  • A single copy of game purchased on Steam:
For as long as you have bought in within fourteen days and played it for less than 2 hours.

  • Downloadable Content (DLC):
DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Note that in some cases, Steam will be unable to give refunds for some DLC (for example, if the DLC irreversibly levels up a game character). In this case you will be warned when purchasing such DLCs.

  • In-game Purchases:
You are able to request a refund for in-game items that you have purchased in all Valve games within 48 hours if you didn't consume or transfer the item. Third party developers can opt-in, too. However if a third party game doesn't allow refunds for in-game items, you will be warned by Steam during the check out process.

  • Pre-Purchased Titles:
When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date.

  • Steam Wallet Funds:
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

  • Game Bundles:
You can receive a full refund for any bundle purchased on the Steam Store, so long as none of the items in the bundle have been transferred, and if the combined usage time for all items in the bundle is less than two hours. If a bundle includes an in-game item or DLC that is not refundable, Steam will tell you if the whole bundle is refundable during check-out.

In which cases I may not request a refund?
You may not request a refund for:
  • Purchases Made Outside Steam:
Valve cannot provide refunds for purchases made outside of Steam (for example, CD keys or Steam wallet cards purchased from third parties).

  • Titles You Have Been VAC Banned In:
If you have been banned by VAC (the Valve Anti-Cheat system) on a game, you lose the right to refund that game.

  • Movies:
Steam is unable to offer refunds for movies purchased on Steam.

  • Redeemed Gifts:
Valve will not offer refunds for gifts after they have been redeemed by the recipient.
Requesting a Refund
In order to request a refund, navigate to help.steampowered.com – you'll be greeted with the brand-new Steam Help Center.

Click on "A Purchase" link to continue.

After that you'll need to select a product you need assistance with.
Gifts are marked with a little gift icon before product's title.

On the next screen you can select what kind of problem you have with the selected product. Choose wisely – you should specify the reason why you want to refund this product.

After selecting a reason you would like to specify why do you want a refund, click on the link that says "I'd like to request a refund".

You'll have to fill a small optional form explaining why are you refunding this purchase. In case of multiple purchases of a product, you'll be prompted which one you are going to refund.

Once you are finished, click on the "Submit request" button.

You will be issued a full refund of your purchase within a week of approval. You will receive the refund in Steam Wallet funds or through the same payment method you used to make the purchase. If, for any reason, Steam is unable to issue a refund via your initial payment method, your Steam Wallet will be credited the full amount. (Some payment methods available through Steam in your country may not support refunding a purchase back to the original payment method. Click here for a full list.)

Remember: Refunds were designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to Valve that you are abusing refunds, they may stop offering them to you. It is okay however to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

for someone thinking that you wnt get your money back if you axidentally played more then 2 hours, my first refund was form a game 3 weeks old and a playtime of 4 hours and id did get my money back, just try to add a good story because the refund system is not controlled by bots but by real people so they will look at evryting and they will be happy to refund it if you have a good reason

Loophole:
Gifted DLC Version:

After the request is sent, Valve sends you as the refund-requester a message that now the Gift Receipent has to agree on "blah blah blah blah blah", BUT! It's highly inspecific on what the fuck to do next, so it's impossible to have this completed.
