Quick Steps
Below are the simple steps I use to recruit CIs (and also a video I made on the subject)

1: Go To Reports - Policy and increase the time your prisoners spend in Solitary
a) For Example increase the "Solitary Punishment" time to 15+ hours
2: Go to Intelligence - Informants, then look for marked Potential CI in Solitary
3: Select Marked prisoner and Go To Experience tab and Click Recruit Informant.

If I see a prisoner marked as a snitch or is a CI under suspect I immediately move them to PC until further notice. I've noted that it's good to have armed guards and extra canines nearby in event of riot.

@mikeldiablos I've found that just about anyone will go for a "snitch". Personally I usually just leave them in general population to get killed...no sense in fighting the natural order. Snitches get stitches :deadmanshead:

@ProphetBeal probably does, what about characters with the 'snitch' reputation? I've already got them in protective, despite lacking a wing for it. Are CIs more or less inclined to attack snitches?

@mikeldiablos that could be true, however I use long solitary times to kick their suppression status high quicker.

I've noticed that you don't need a particularly long solitary time, just get their suppressed status high enough before you can recruit them, even after two hours.
