Report a translation problem
If you're doing it vanilla without cheats, unlock the Lazaret Plaza (under 20% citizen health) as soon as you can because unlike other objectives, this one seems to get tougher the bigger your city is.
Basically you'll loose around half of your population once you unlock the building, your finances will be a mess (-140k week for a 180k p. city), you'll have to build a ton of hospitals to try to save the 70% sick citizens that are still alive, in my case I would need around 150 hospitals and medic centers to save everyone (impossible because it costs too much even for a healthy city).
Most of your citizens will die (and my finances were: -250k /w).
Once you have a lot of land and most of your citizens are gone, the ones that are left are spread out a bit everywhere so you'll still have to leave your services enabled, you can't save money there, but there's gonna be waaay too little people per service.
"I Want It All" achievement is still fine.
What you need to do:
1. Make sure ALL DLCs are disabled. Going PURE vanilla here. This is easier to do if you have make a Skyve profile and just disable everything.
2. Enable Game Anarchy Mod in the profile.
3. Load into the game.
4. Unlock All using Game Anarchy. Plop ONE of each building in the "Treasure Hunt" tab in the "Landmarks Category. It should pop once you place the Plaza of the Future.
