Introduction
We all know the pain of the game not launching... we click play, it loads, then never launches.
Well, here are 2 methods you can use to fix it! Good luck and happy gaming!
METHOD 1
STEP 1:
Go to your file explorer.

STEP 2:
Once inside, go to Local Disk-Program Files x86-Steam-SteamApps-Common-GTA San Andreas.

STEP 3:
Look for a file named gta-sa_set.
if you find this file delete it, it should now launch.

***If method 1 didn't work, or you dont have that file, try method 2.***
METHOD 2
STEP 1:
Locate your GTA San Andreas folder, as method 1 described.

STEP 2:
Go to your game in that folder named gta-sa, then right click it, and go to properties.

STEP 3:
Click the compatibility tab.

STEP 4:
Under compatibility mode, select what you have, mines windows 8.

STEP 5:
Click apply. Now try launching your game.

it should now launch.

Conclusion
Hope this helped! If it did please give it a thumbs up!

Have fun!!! :)

You are a True Hero!! Method 2 worked perfect just like you said

For those still facing that issue,
I was clueless for days too

Try this :-)
1. Try backing up files . Right Click on Game > Manage > Back Up files
2. Now, you can Uninstall ( without stress on your saved files )
3. Re-install
4. Try his Method 2 , as shown by the guide above
5. San Andreas opens. Kick some Ballas territory and enjoy
