At the top of the city will be bookmaker, go out there and put a bet. If the bet failed, load saved game and try again

Наверху города будет букмекер, идите туда и сделайте ставку на одну из лошадей. Если ставка не пройдет, просто загрузите последний сейв и пробуйте снова:)

no its not, it doesnt require inputting cheat codes or modifying game files

That's why PS2 emulators have save states. (This game was originally for PS2, this version was put in stores 2005 according to wikipedia)
