Can't change video settings/Resolution or having video issues? Here is the fix

Frustrated that you can't change the video settings in GTA 4? Here is the simple fix.

This is more for me since my computer has over 3GB of video memory, anything over 2GB of VRAM will cause this.

Right click on GTA IV in steam then click on properties

In the set launch options copy "-norestrictions -nomemrestrict -percentvidmem 100" and now you are good to go and can change the video settings to what ever you want.

Find the settings file and delete that maybe

did not work for me, my game launches but goes to a black screen as if no video is detected i press alt tab and thaty allows me to go back to my desktop but the game just does not want to display :S:steamfacepalm:
