if you are on the "allied" base with the pagans and the hammerites then you can try to run to their territory when they spot you because both factions wil protect you. i remember when i ran into the territory of the pagans a female pagan asked "greets you garrett. Whats wrong?" and then they heared the enforcers and attacked them.
