The Basics
The only things you're going to need are the following:
Creation Kit
The Creation Kit is the tool you're gonna need to add the song you desire to, you'll find it under the tools section of your steam Library. It downloads relatively fast.

Desired Song(s) .WAV Format
The songs you want to add in .wav format. If they're in a different format there's several programs that let you convert them, like Audacity.
Getting Started
Once you got the Creation Kit downloaded and your song(s) in .wav format it's time to start.
Preparing Your Song
The fist thing you'll want to do is getting your song ready.
You're gonna have to create a "Music" folder in the following directory:
C:\Program Files (x86)\Steam\SteamApps\common\Skyrim\Data
It will look like this:
C:\Program Files (x86)\Steam\SteamApps\common\Skyrim\Data\Music
Then you'll put your song there.
Launching The Creation Kit
Double-Click the Creation Kit to launch it.
You'll get this window:
Loading Files
Now you'll have to load all the files to be able to mod them.
Click "File" on the top-left of the window, then click "Data..."

A little window will pop up. There you'll have to double-click Skyrim. A check will appear to the left. Then click OK.

It will take a while to load, depending on your computer.
You'll get some annoying warnings, just ignore them, click "Yes To All" or Press "Esc" to skip them all.

Then you'll have to wait some more.
Finally you'll get this:
Modding
On the Object Window, double-click Audio to break down a list, then click Music Track.
An even bigger list will appear to the right.

Right-click on it, then click "New".

A little window will pop up, there you'll give your song an ID (It can be anything).
In track type select "Single Track". Then click "Choose File" and select your song.
Then click "OK".

Then back to the object list, click "Audio Type" (Below "Audio Track"). A list of playlists will appear.
Double-click the list you want to add the song to.
A little window will pop up right click the list on that window and click "New".

Another little window will pop up, with the list of the songs, search the one you added by the ID you gave it. Click it and then click "OK".

And there you go, the song is added to the playlist now you can hear it while in game. You can also remove the other songs so you only hear that one or make them mantain an order (Which you can change with the arrows on the bottom-left).
Alternatviely you can add them form the Cell View window on the bottom right of the Creation Kit window. Just choose a World Space, right click the map you want your song to be in, click "Edit", Music Type, and you choose the playlist you want for that map. You can create your own playlist by right clicking in the Music Type list and clicking "New".

Enjoy Your Custom Music!

Audacity would also work to convert almost any file to .wav, but requires a download.
