MOD vs Scenario ?
For the more tech savy steamers this will seem silly, however the difference between a MOD and a Scenario should be defined first:

When talking about a scenario normally it implies a specific starting situation in the original game (gameplay). On the other hand a MOD implies one or many modifications to the game, those changes (MODs) may be of many different types and sorts; ranging from graphics modifications to improved AI through heavy coding.

In the Following guide I will do my best to explain how to get both working in Civilization Beyond the Sword v3.19. I will be using a Mod-Scenario combo that i helped create on a site called Civfanatics. That Mod is called World 2013, and the main creator is Barbarian King along with Firaxis.

Finding a Mod or Scenario
Normally finding gaming modifications is not hard, even more so with the emergence of the workshop on Steam where the community has been converging tons of user created material. Not all games are mod-able and some are more so than others. For instance CIV 4 was created with mod-ability in mind and was one of the first games developed with the involving the community mind set.

In the case of CIV 4 it existed before Steam, and was being modified on many diffrent web forums. One such forum is Civfanatics, is where you can find alot of material regarding Civilization. Unfortunately not all material can be hosted on the forums due to their limited resources and abundance of files thus the larger files are hosted on third party free hosting sites.

I will provide here a link (on MediaFire) to the mod scenario World 2013 I contributed to, you can feel free however to try any other mod or scenario, it is entirely up to you.

The file and the directory
One great open source tool on the market is 7z, an archiver that is free and can achieve good compression results. That's the software I use to rar/zip/compress my files, on the other hand, to each their own, and if you already own an archiver that can extract most files obviously there's no need for another software.

To the right you can see what the mod (World 2013) file would look like. To the left you can explore it with 7 zip in order to extract it's content to a desired directory. For simplicity i decided to extract it to my desktop that way i can observe what type of file i have downloaded and browse my way to the destination directory.

Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization IV Beyond the Sword\Beyond the Sword\Mods

That's the directory you need to install your civ4 mods in, and you will just have to copy paste the World 2013 (decompressed) file in that directory.

Loading the Mod
If all has gone according to plan, then loading the scenario of the mod will automaticaly restart the Civ4 console and load the Mod World 2013 that complimnents that scenario:

Start the game and select ADVANCED to load a MOD:

Then select Load a Mod

Select a Scenario i.e.World 2013 and then World 2013:

Normally before restarting the Civ4 console you will get this warning:

With some luck and a sense of responsability you should feel a strage feeling of success and see:

Hope this was of some use to you, regards.

Hello I tryed to install veBear´s Indonesia mod, did like your guide said, the mod appears on "advanced mod menu", it load the mod files, but after that the new civ didnt appears on any place.

I tryed the same with other 2 civs mod but no one appears. I tryed also other guides method like add the mod name on the (; Specify a Mod folder (Mods\Mesopotamia), '0' for none
Mod = indonesia ) of the CivilizationIV.ini file but didnt works either.

Any idea of what is wrong?, please :(

Thank you for this Information but what I meant was, would these Instructions [this Guide] apply to the Caveman2Cosmos Mod? Owing to the new Civ6 Theme on CivFanatics I find it trickier to find things on that Site now. I have Version 319 on Steam.

One thing you don't Mention in this otherwise very useful Guide is how does One compress Files in 7zip?

Like I said there is no easy way arround this problem without coding in XML.
The instructions will be similar for the mod cave man to cosmos but conflicts may arise
I can't tell like that.

Now the simplest way is to to create 1 mod that only adds the USSR civ to the game, however in Civ IV you can only load one mod at a time, that means you may want to merge this mod with others like cave man to cosmos.

Idea is to replace the refrences for Russia with those provided in the mod for the USSR, try and follow the instructions given, remember one single wrong letter can bug the whole game and it won't work.
