There is a shrine missing in the Moltana Wastes area

Anyone know how to get to the upper right shrine? (The one with that says axe next to shrine) I can’t find it anywhere

@cheesus already finish the history and Im in end game content, but just I cant find it, is inside the dungeon or in the little open area?
