How to enable FSR4.1 and frame generation on most games
De Necho
Have you got yourself a brand new 9070 or 9070XT for modern games but still getting less than optimal FPS on them? Maybe you're missing one of the most important features of these new GPUs: AMD FidelityFX Super Resolution, a technology for improving frame rates and image quality in video games.

On this written guide you'll learn to enable FSR4.1 and frame generation in most games even if they don't have any in-game options for them ! The game that I'll be using is the brand new Clair Obscur: Expedition 33 for testing.

Note: this guide is for the 25.3.2 version of AMD drivers as of today. The features, settings or options may change in a future update but generally they would work the same way.

Step 1: Download AMD drivers and Adrenalin software
Make sure to download the most recent drivers for your AMD GPU following this link. [www.amd.com] The download should also include the Adrenalin Software, which is the NVIDIA app equivalent for setting this up. This software is important as it is the main resource to tweak everything. Once the download is complete, restart your PC and start the game you want to play.

Once you have downloaded the Adrenalin Edition software, it's time to enable FSR4 in-game and framegen, even if it doesn't include any options for it. There are multiple to do so, but for the sake of simplicity, let's do it the easy way.
Step 2: Lower your in-game graphics
Start the game and set the resolution option lower than your current monitor's resolution. For example: if you have a 1440p monitor, go to game settings and lower the resolution to 1080p. This way, you GPU will upscale your graphics in real time up to your monitor's resolution.

You can play with the desired resolution. Remember that having a lower resolution result in a better framerate, but worse detail in image quality and more artifacts. For this guide, I'll set the resolution to 1080p native with TSR enabled since there aren't many other options. Make sure to choose TSR or NATIVE in upscaling type or this guide won't work.

Note: you can run most games with AMD Fluid Motion Frames 2.1 (aka frame generation) only, so this step is just to enable AMD FidelityFX Super Resolution. This step is optional if you want to lose some image quality in favor of better frame rate.
Step 3: enable AMD FidelityFX Super Resolution + AMD Fluid Motion Frames 2.1 aka frame generation
Now, this is the reason why we are here. Start the Adrenalin Edition app on your PC and click on the Gaming option.

Once in gaming, click on the game you want to set up. Again, I'd enable these features in very demanding games like Clair Obscur: Expedition 33 since most other games run flawlessly natively but you can enable these features in most games, even if they don't "have" FSR options to improve frame rate. For this guide, I'll choose Clair Obscur: Expedition 33.

Once in the options for the game, everything is self-explanatory. Click on Gaming experience to set all the options to HYPR-RX, which automatically enables both AMD FidelityFX Super Resolution and AMD Fluid Motion Frames. You can tweak each option in this list but for the sake of simplicity, let's choose HYPR-RX.
Step 4: enjoy your new frame rate!
You can now play your favorite game at higher frame rates even if the game has no FSR options! Remember to play with the settings however you want but generally the option HYPR-RX is the best for optimizing frame rate and image quality.

I personally play Clair Obscur: Expedition 33 with FSR4.1 off and AMD Fluid Motion Frames (aka framegen) on. I usually get 90+ fps average with a Ryzen 7 5800X, 32GB RAM DDR4 and a RX 9070. This game is demanding for sure, but nothing some tweaking can't solve.

Can you provide a source that says Radeon Super Resolution is powered by FSR 4?

This guide is wrong, the feature being advocated is Radeon Super Resolution (RSR), not FSR. AFAICT RSR is using FSR1-tier spatial upscaling. You need to use OptiScaler to get FSR4 in this game, which someone else has already written a guide for.

No need to set anything through the Radeon software.

If you have a RX 9000 series card
1. Download OptiScaler [github.com]
2. Steam Library -> Expedition 33 click the cog button -> Manage -> Browse local files
3. Extract everything from the OptiScaler zip to Sandfall/Binaries/Win64/
4. Run OptiScaler Setup.bat and press enter through the default options
5. Open OptiScaler.ini in Notepad and set the following options (Ctrl + F to find them):
Dx12Upscaler=fsr31
FsrNonLinearSRGB=true
6. Launch the game and select DLSS scaling type

Why not optiscaler, enable FSR4 by using DLSS that's in the game?

For games that don't support FSR, the Radeon Super Resolution (RSR) does the trick, which is powered by FSR4. Both work mostly the same way, the only difference being that you have to tweak RSR manually while FSR does everything automatically.

HYPR-RX does not just enable FSR4 by itself, if the game does not support it.
