If you got stuttering another thing you might want to consider is running your "disk cleanup" tool on windows. It'll clean out all your old cache files and it'll get rid of a ton of bloat. For me I ran it and just deleted everything and now my PC runs like a new machine. However if you do choose to do this and your game doesn't work properly you might have to rebuild your shader cache for the game. To do that:

Firstly: Make a copy of your "Savegames" as this is where all your character saves are. C:\Users\******\Documents\my games\Oblivion Remastered\Saved\Savegames DO NOT LOOSE THESE!!!

After, delete folders:
C:\Users\*******\Documents\my games\Oblivion Remastered
&
C:\Users\*******\AppData\Local\Oblivion (Sometimes there's "hidden" files in it)

Run the game and your shaders will recompile. After they're done you'll have to re-tweek your ingame graphics settings. At some point you'll need to have put your savegames folder back in its proper place. But that's basically it.

going out of your way to comment on a guide for a game you refunded is crazy

Step 1: Refund this garbage
Step 2: Have fun

A simple fix is to refund the game and wait for them to actually sort the optimisation out.
