Main Issue
If you clicked onto this guide you've most likely done the same steps as me, gone to your settings and toggled "Motion Blur" off, noticed it didn't do anything and maybe tried toggling other settings with no success.
The Solution
Oddly enough, the Motion Blur setting doesn't seem to visual cause a difference, BUT there is a way around it. If you change Post Processioning to "Min" the Motion Blur setting goes away, and when you save this and go in game, your camera no longer has any form of motion blur attached.

As a disclaimer, I have noticed that even with the Post Processing set to Low that "Motion Blur" option doesn't show up, but even on low I still had the Motion Blur effect happening. You can still have Depth of Field and Chromatic Aberration enabled as well as any other settings you want on high, just make sure Post Processing is set to Min in order to get rid of that camera blur effect.
