Also, to answer Charles's question directly, the new Lightmap.vsh file replaces the one that ships with the game by default in that game folder directory. The new Lightmap.vsh file is needed to fix broken lighting, characterized by unrealistically pitch-black interior surfaces. It may also enable 1600x1200 support and other settings typically bugged by the broken original .VSH file.
