Semi-op build (4th weapon)

So for starters here's what you'll need.

Skills :
- Ice shield
- Frost beam
- Ice vortex
- Frost bolt
- Blizzard
- Glacier

Runes :
- Lord's bane
- Enduring cold
- Quality standards/whatever you want
- Divine legacy/whatever you want

Focus areas
First go for more damage, cast frequency, area and multicast until you get to +100%.
Then start getting more damage and area upgrades for ice shield and ice vortex, and while doing all that get ur movement speed to +150-250% I wouldn't recommend going over 250%.
When you have done all that you are free to do whatever u want.
