This guide will teach you how to make flags using paint.net. It's pretty easy, so you should stick around!

Downloading paint.net
So, before you get started, you need to actually have paint.net on your device. If you already have it downloaded, you can skip this section, but if you don't, you should read. Firstly, go to the website http://getpaint.net. Then, near the top right, you'll see a button that says "paint.net" and then whatever version of the software is currently most recent at your time; I highlighted it in yellow if you need help looking for it.

Then, click on it, and it'll take you to the installation area. Choose whether you want the free or paid version (I've never bought paint.net, so I can't tell you which one to get, but I'd recommend the free version), and then click the button under the download section. (once again, highlighted in yellow.)

Clicking it will take you to the dotpdn website, where you then click on "paint.net 5.1.2" (or whatever version paint.net is currently on). (if you want to go straight to dotpdn, click here: https://www.dotpdn.com/downloads/pdn.html)

Now, it will send you a .zip file, which you unzip, and then go through the installation wizard. After all of these steps, you'll finally be done!
Creating the base flag in-game
Now that you have paint.net, let's make the flag. Firstly, launch Ages of Conflict and open up a scenario in the scenario editor. For this tutorial, I'll be using my W.I.P 1848 scenario.

Once you enter the scenario editor, click on any country you want to add a flag to, and click on the empty flag. I'll be adding a flag to Congress Poland[en.wikipedia.org].

After clicking on the empty flag, the flag painter will pop up on your screen.

You can either fill it with a random color, or add text to distinguish it and make it easier to find. I also recommend clicking on the "Fill All Flags" button.

I will add the letter "P" to the flag to symbolize Poland and also to distinguish it from all the other random colors.

This is the end of this section, as that's all you need to do!
The part where you actually use paint.net
After all of that, it's finally time to use paint.net. If you're on Windows, press Windows+R to open up the program runner. Then, copy this path:
C:\Users\[~username~]\AppData\LocalLow\JoySparkGames\Ages of Conflict (username is your windows username), and then click "OK." For other OSes, I don't know, but the official map making guide has paths for other OSes.

Now that you've opened up the appdata for Ages of Conflict, go into "Custom Scenarios", and then choose the scenario you want to edit.

Once again, I'm using my Europe 1848 scenario as an example. After opening up the map folder, it'll have 3 different folders. The [scenario name].aoc folder, the flagNames.txt folder, and a flag.png folder. The flag.png folder is the one we're focusing on.

Right click it, and then hover over the "Open With" option. After hovering over it, it will show you some options. Click on the paint.net option and it will open the .png folder in paint.net.

Now, find the flag you want; in this case, I'll be going to Wikipedia and finding the flag for Congress Poland at the time.

Then, copy the image, and paste it into paint.net. You should also add another layer to put the image on.

Put it to scale, and then overlay it on the base flag that we made in-game, and then save the file.

After saving the file, go back in game, exit and return to the scenario in the scenario editor, and boom! You've made a flag in paint.net!

I hope this guide worked for you! This is my first time making a guide for any game, so it might not be the best.
