If you struggle with the public opinion manipulation for Titan's PR in chapter 4 see the solutions of the randomly appearing cards here. Should cover most of the topics and is sufficient to solve the minigame and get Aluba's achievement.

Introduction

This guide hopefully lists all possible topics popping up which you need to promote or demote to save Titan in publicity. If there is a +10 in brackets you should put all paid posters up onto this topic and put it left or right accordingly to get the Aluba achievement. For every other topic it is not necessary.
