Introduction
Hello, i have a secret to tell you about. There is something hidden in morrowind that has remained unknown to players for years. I'm talking about the Psijic Order. This is a hidden guild which requires a long combination of complex quests, and can EASILY be locked out,permanently forbidding you from completing the Psijic Order questline.
Now Whats the Psijic Order?
They are like a Mages Guild but unlike the temples or telvannis they are very powerful mages from Summerset isles and all over Tamriel and Nirn. You can join them, but it will take you effort and time.. here are the requirements.

YOU MUST BE:

-Nerevarine
-Werewolf
-Vampire
-Criminal
-Famous(100+ Reputation)
-Twin Lamps (21+ Slaves Freed)
-Eno Hlaalu Slain
-Vivec Slain
-Socucius Ergalla Slain

Once all of these criteria are met, you must meet with Caius Cosades. He will be back in his house in Balmora, only this time, kitted out in full legionnaire's armor. He will start the beginning of this long process to join.
Accept his escort quest, read his dialogue if you want (do not talk to him about Eno Hlaalu or you will receive 30 point disposition decrease and will make it harder later on.) He will ask to go to Ebonheart.

Pretty simple so far. Take him to Six Fishes tavern in Ebonheart and he will part ways with you for now. You will receive an Amulet of the White Gold Tower. Take it to the temple in Gnisis and a brief cutscene will play.

From watching the cutscenes you are supposed to discern these clues:
1) There is an abnormal amount of magical activity in the Sheogorad region.
2) Caius Cosades is not what he seems
3) This is only really hinted at subtly, but in essence, the Nords of Dagon Fel are not to be trusted.

You could look around on your own for a while, but your next step is to go to the Sheogorad region (a bit southwest of the Statue of Malacath) and look for the magical auras. You can't miss them. You will need to cast a Dispel on Target at the source of the magicka font and you will know you've succeeded when you hear an ashlander chime.

Go back to Caius in Ebonheart and tell him the news. He will want to see for himself. You will need to escort him up to Sheogorad, so use of a Fortify Speed on Target spell is highly recommended - he is weighed down by his heavy armor and does not move quickly.

Once at the anomaly in the Sheogorad, Caius will start acting a bit strange. You will hear a unique line of dialogue from him. If you open conversation and ask him about "Eno Hlaalu" he will turn hostile. Defeat him and loot the Ring of Bruma from his corpse.

Note - if you upset him about Eno Hlaalu earlier on in Balmora, he will not want to travel to the Sheogorad with you. You will have to use Command Humanoid and modify his disposition up to 100.

With the Ring of Bruma and Amulet of the White Gold Tower in your possession, pay a visit to our old friend Lustidrike in Ald Daedroth. He will let you in on a secret: there is a guild of magicians called the Psijic Order which you can join if you can impress them sufficiently.

Go to Ashmelech (just south of Orethi Ancestral Tomb in the Sheogorad Region) and you'll find the ghost of Caius. He can't believe what's happening. He will attack you again. Defeat his ghost and loot the Ectoplasm of Cosades. Bring it to Ajira in the Balmora Mages Guild and she will brew a special oil to enhance Wraithguard.

With the enchanted Wraithguard equipped, you must go back and kill Lustidrike. He will keep respawning unless you have Ajira's Wraithguard oil. Loot his Suspicious Coin and take it to Ashimanu Egg Mine, a bit north of Balmora.
