How to visit the cloud district very often

Visit Redwater Den

Visit Redwater Den near Riften, you will see what looks to be an abandoned building, but there's a trapdoor inside leading to the entrance, the guard there is kind and will not attack you!

Persuade the Dealer at the front for a sample of Redwater Skooma

after getting inside the den, go to the Elf at the front of the desk named "Dealer" and persuade her to give you a bottle of that sweet sweet Redwater Skooma.

Enjoy the cloud district!

Go in one of the rooms, and drink the skooma and visit the cloud district with everyone!
