In ver 1.0.0 of ICBM Escalation there is a bug that will prevent you from playing with anyone not in your region. There are two current fixes for this problem. This guide was written Nov 22nd and a fix is incoming so within a few weeks the guide will not be useful.

Fix Option 1 (Recommended)

Opt into the beta branch, the dev has deployed a fix for this issue on the beta branch. You can opt in like this

Right click on the game in your Steam library and select "Properties...)


Then go to the Beta tab and from the "Beta Participation" drop down select "openbeta - Open Beta"

If you are having issues with the beta branch or unable to access it you simply need to ensure all players are in the same Steam download region. This change requires Steam to restart but has no other impacts like changing your accounts billing location. Just make sure to change it back after to avoid slow download speeds.

First just click Steam on the top left of the app and select Settings


Then in Settings select Downloads, and finally the download region dropdown
